"The text of State Question 788 (788) said nothing about the legality of transferring a medical marijuana business license. Likewise, the Oklahoma Medical Marijuana and Patient Protection Act (OMMPPA), enacted in 2019 after 788's passage the year before, neither authorized nor prohibited the transfer of a business license issued by the Oklahoma Medical Marijuana Authority (OMMA). Nevertheless, beginning in 2018, OMMA regulations contained a provision, 310:681-5-1-2(g)(f)(1), that said, 'Business licenses may not be assigned or otherwise transferred from one person to another person, from one medical marijuana business to another, or from one legal entity to another.'
This prohibition quickly struck against the reality of free-market economics, and medical marijuana businesspeople began asking Oklahoma cannabis attorneys almost immediately for ways around this rather expansive rule (which, near as could be seen, did not originate from a clear legislative mandate). One workaround received tacit approval by OMMA, whereby the seller would retain a minimum of 1% interest in the company and transfer the remaining 99% interest to the buyer."

The Nominating Petition deadline for Judicial Nominating Commission candidates was 5 p.m. on May 16. Ballots will be mailed June 6 to active attorneys in good standing in Congressional Districts 3 and 4.* Ballots must be received at the Oklahoma Bar Center by 5 p.m. June 20, 2025. Election results will be posted June 23.
It is important to the administration of justice that the OBA members become informed on the candidates and cast their votes.
ABOUT THE COMMISSION
The Judicial Nominating Commission (JNC) consists of 15 unpaid volunteer members. Of the 15 members, only six members are lawyers. Lawyer commissioners are elected by their fellow Oklahoma Bar Association members, each representing one of six congressional districts across the state, as they were in 1967 when the commission was established.* They each serve a 6-year term. Elections are held each odd-numbered year for members from two districts.

The Oklahoma Rules of Professional Conduct impose on each member of the bar the duty to aid in guarding against the admission of candidates unfit or unqualified because of deficiency in either moral character or education. To aid in that duty, the following is a list of applicants for the bar examination to be given July 29-30, 2025.
The Board of Bar Examiners requests that members examine this list and bring to the board’s attention in a signed letter any information which might influence the board in considering the moral character and fitness to practice of any applicant for admission. The FBI has issued a warning about a cybercriminal group known as the Silent Ransom Group (SRG), also called Luna Moth or Chatty Spider, which is actively targeting U.S. law firms. These attackers are using convincing email and phone scams to trick staff into giving them remote access to office computers. Once inside, they steal sensitive data and demand ransom payments to prevent public exposure of that data.
SRG often pretends to be a company billing for a fake subscription. The emails instruct the recipient to call a number to cancel the charge. More recently, they’ve targeted law firms by impersonating law firm IT staff in phone calls and directing employees to join fake support sessions that give the hackers access to the system. Once in, they quickly copy client files using legitimate tools that may not trigger antivirus software, then send a ransom demand.
Law firms are encouraged to take precautions like training employees to recognize phishing attempts, establishing clear IT communication protocols, enabling multi-factor authentication and regularly backing up data. This alert highlights the importance of cybersecurity awareness for all employees in a legal office, not just IT teams.
